The CPSC Reform Act (S. 2045), introduced in September 2007 by Sen. Mark Pryor (D-AR) and Sen. Daniel Inouye (D-HI), calls for radical changes to consumer safety laws, including:
•Increasing civil penalties from $1.8 million to $100 million;
•Increasing criminal liability for company directors and officers for violations of safety standards, holding them personally liable for those violations;
•Eliminating federal preemption provisions that shield manufacturers from inconsistent state safety standards;
•Allowing state attorneys general to sue manufacturers, even if they demonstrate compliance with federal CPSC FR and other standards;
•Encouraging your workers to become "bounty hunters" by reporting perceived violations of the CPSC standards at your plant by entitling them to receive 15-20 percent of any court judgment against you; and
