Mattress Labeling Law Requirements

State Labeling Laws

ISPA strongly supports the active enforcement of state mattress registration, labeling and inspection laws.  Although ISPA does not favor burdensome regulation, this type of regulation is necessary to protect consumers from unsafe and unsanitary product, as well as deceptive trade practices. 

To assist the industry in complying with these laws, ISPA publishes a Manual for Labeling Law Requirements that is free to ISPA members.  If you are not an ISPA member, you may purchase the manual by submitting the following order form.

Federal Labeling Laws

Mattress Flammability Standard Labeling Requirement (required by the Consumer Product Safety Commission): 16 CFR §1633 requires that a label be attached to mattresses and mattresses sold with foundations stating that the products meet the fire performance requirements of Part 1633.

Textile Fiber Products Identification Act (enforced by U.S. Federal Trade Commission):  Section 32 of the Act provides that:
Any upholstered product, mattress or cushion which contains stuffing which has been previously used as stuffing in any other upholstered product, mattress or cushion shall have securely attached thereto a substantial tag or label, at least 2 inches by 3 inches in size, and statements thereon conspicuously stamped or printed in the English language and in plain type not less that 1/8 inch high, indicating that the stuffing therein is composed in whole or in part of reused stuffing, secondhand stuffing, previously used stuffing or used stuffing.

Federal Flammability Standard for Mattresses and Mattress Pads
(required by U.S. Consumer Product Safety Commission) 16 CFR § 1632 requires that each mattress bear a label showing the month and year of manufacture, and the manufacturer’s location.
